Creation of the STKs

The Sovety Trudovykh Kollektivov (STKs) of the Soviet Labor Collectives were work councils who permeated throughout the Soviet Union in 1987. They supplemented efficiency in the Soviet industry by work strikes in response to the Perestroika reforms.
